Did this problem come about slowly over time, or suddenly, after some event, at the 80K mile point????
It could be spark or fuel delivery, as at this point you haven't had the computer scanned for any pending codes, that might offer up a good clue, so we're just guessing from our past experiences.
Could be a fuel pressure problem, from say, a partially clogged fuel filter, or maybe a weak fuel pump, or even dirty fuel injectors.
BUT seeing as how you've had problems before the plug & wire replacement, that responded to MAF & IAC attention, it kinda makes me wonder if something as simple as a improperly buttoned up air box, or damaged air filter has let unfiltered air contaminate the MAF again????
Then seeing as how this ride has 100K+ miles on it, one wonders about the O2 sensors & if maybe they're "lazy" on feedback.
See what I mean, without some good clues from a computer scan, one's troubleshooing mind & suspect list, can just run wild!!!! LOL
On the Actron CP9150 cost, check around, thats about the price I paid three & a half years ago.
I've seen the kit for HALF that price, on the internet lately!!!!
Unless you, or your family, have a lot of different kinds of old OBD-1 cars like me, you don't need the CP9150 kit.
Just it's CP9145 scanner would do for your 99 4.0L OBD-2 Ranger & it's cost is around $100 now days, not bad for what it & others can do.
Any way, if you don't want to spend that kind of money for diagnostics right now, just have your favorite autoparts store scan the computer for set, or pending codes & list ALL the numbers found here.
And yes there can be codes stored, even though you don't have a Check Engine Llight (CEL). Some stores won't scan the computer if the CEL isn't on, some will if your having problems. If you need a problem & a CEL, to get it scanned, just leave the gas cap loose/unsealed, but not dangeling & drive it until the CEL comes on, then take it in & let them scan it.

Maybe then we can get some code clues & narrow down the suspect list some.
As pawpaw said, get the codes and it's much easier for us to lead you in a correct direction with that reference.
