My 99 V10 surges while idling. It will surge from about 900rpm to over 1500 regularly, almost seems to be scheduled. It was doing this for a while a couple of months ago and before I got it to the shop it stopped. It was surging to over 2000rpms then.
I'd like to try ad get it fixed w/o taking it in, any suggestions?
Edit: Ha, I mastered the search function and found it! I'm thinking it is the IAC or PCV Elbow.

Reason: Search and found it
surge is sometimes caused by the pcm adjusting the mixture up and down to compinsate for a lean mixture as you have found. i would start in 2 areas . 1 look for a vacume leak as you found and 2 replace the fuel filter as a cloged up one will also cause a lean mixture ,
and welcome to FTE hang around you will find many guys how can and always help out.
In order: Fuel filter, Air Filter, clean MAF, vacuum hose 90 degree elbow, IAC clean or replace.... actually I would do the first four then test it for the surging...if still there the IAC...if still there I would start thinking cam position sensor(CPS) or electrical grounds..the CPS is a rare item to crap out and it usually goes completly bad...but I have found one that had a piece of crud between it and the interupter that caused a lot of weird greif.
-->TIP: Either pull the fuel pump fuse and wait for engine to stop or remove the gas cap and let sit for 2 hrs. This releases the pressure in the fuel line.
As for the IAC...for me anyway...is to difficult to explain where it is. Would be better with a picture. Maybe someone will chime in soon...with a pic or location.

Had the exact same issue. Had my truck scanned and it listed the MAF, IAC or a vacuum line problem. Replaced a cracked PCV elbow and that solved my surging problem. Now my SES light has come back on and I am experiencing hard upshifts (sort of feels like a drag racing auto upshift). After having it scanned it says the MAF sensor is failing. Would this cause my hard upshifting and where would you guys recommend getting your MAF sensor from?

Before replacing the MAF sensor, I recommend cleaning it first with either electronics cleaner or Carb cleaner. Just because it is a lot cheaper. If that does not do it...then...
You could always go to the dealership, but NAPA has both NEW and Reman (core charge involved)...for reasonable pricing.
Good luck...

Reason: mispelled word
Thanks biz4two for the suggestion. I should have put in my previous post that we cleaned both the MAF and IAC when we had all that stuff off checking things out. Thanks for the heads up on the NAPA parts. Do they work as good as the Motorcraft parts? I am all for saving money, but not if I have to turn around and buy the same part two or three times.
In my own experience purchasing sensors from NAPA...they have all been a high quality product. Never have changed my MAF of IAC on my V10, but other FORD vehicles. All worked well...with no issues.
Maybe some other folks will chime in with their own experiences...
