Some have thought that the '99 could be brought close to the '00 performance with exhaust, intake stuff and a chip. Whether or not you can get a chip/tuner for the '99 motorhome, that's a different story
Piece of trivia I picked up in my 2001 service manual today: Did you know that the 5.4's left and right banks have different valve lift? Slightly, but it's there, and spec'd.
I put a '2000 V-10 in my '99 F-250 a while back....so I got the 310 hp cuz it has PI on the heads, haha yay. I kept the same Computer...had to change a Connector Plug going under the intake to match my Wire Harness...she runs great...no codes. I did notice that that '00 motor didn't have an EGR Valve on the Driver Side Exhaust Manifold so I had to swap Manifolds to have the EGR on my motor. '00 had the EGR Inlet plated off too on the Throttle Body....quick fix. There are only 3 things to be changed on that motor.

Install your EGR Valve on the '00 if u keep the 99 Computer
Run Heater Core Inlet to front of Intake Manifold rather than the Back on the '99
Whether or not you can get a chip/tuner for the '99 motorhome, that's a different story

All you gotta know is the strategy of the PCM. A simple read of the strategy will yield the right base to tune from.
As for the cams,I've seen that stated about the 5.4L cams as well,but I don't buy it. I've actually measured the lift on several sets of cams from 4.6L and 5.4L engines and they are all identical in every way. The minimal differences in lift, duration, and LSA are,IMO,simply manufacturing tolerances.

If the V10's are like the 4.6 when the PI heads came out, the intake will bolt up but not match as well as a PI intake which could cost you a little power.
On the up side, the NON-PI 4.6 motors had a larger combustion chamber and a small dish piston.
4.6 PI motors have a smaller combustion chamber with larger dish pistons.
Put PI heads on a NON-PI block and your compression goes up to about 10.5:1 and you get more than the 35HP increase due to the additional compression. 4.6 was rated at 225 NON-PI/260 PI (35hp).
Common swap in the mustang world and you have more power than a stock 260 rated 99-04 PI. Those who do this, usually don't don't tune it unless there are other mods (cams, head work, NOS, boost, etc...)
