Hi, I bought that 99 F450 with PSD 7.3 weeks ago and put only 260 miles on it.
It looks really good with 193,000 miles on it. Looks to me, that the company that used it before put some new stuff under the hood. Turbo looks quite "fresh" some new switches, good brakes and so on. I am happy with it, but what makes me wonder is the acceleration. When it is cold (like in CA it gets really cold), it is very sluggish. Than even when it is warm, it doesn't accelerate too well, till the engine goes well over 2000 RPM.
I already checked that engine operates at about 170 F, what made me ordering new, 203 F thermostat.
Also I don't hear the turbo at all, but after beeing married for over 20 years the hearing isn't my strongest part.
So coming to the point -is turbo kicking-in at about 2300 RPM normal for this engine, or do I have a weak turbo? Truck has good power and takes all freeway grades on the 6-th gear.

What Ebv does? Sounds like I do have some problems with the engine.
Will try to fill it up (second time for me) today to estimate fuel consumption.
Don't think I can expect more, than 12 MPG on 9000 lb flatbed?
Come to 10 MPG on mostly freeway driving at 65 MPH.
Much better, than 6 MPG on my old 454, but can I get better?
Engine seems to be in very good shape. No smoke at all, even on cold engine, starts OK, good power on grades.

Man, is THAT ever the truth! But the real question - has your hearing declined, or have you just learned to shut out excessive noise so well, you forgot how to hear the important things?
Your turbo should start spooling below 1500 rpm. At least mine does, not very much, but by the time I get to 2000 rpm it's pulling strong. In any gear at any temperature.
I recommend you find a way to get it competitantly diagnosed, whether you do it yourself using Auto Ingenuity, or having a trusted tech with the right equipment in his hands and between his ears to find the problem. Get the truck restored to the way it's supposed to be and you'll feel like you have a completly different beast!

Mine feels the same way in the mornings. I can hear the turbo spooling up (not untill 1800 or so. I chalk alot of mine up to a crappy torque converter that don't lock up until 45 mph and a set of 35's
can't wait to get my BTS valve body and jody chip.
do me a favor, set my mind at ease, and pull the red line going into the wastegate actuator canister. it's the gold thing sitting at 2 o clock in relation to the inlet of the turbo. pull the elbow off with it, and park it on a bolt of the intercooler boot clamps.
From his discription, the bypass valve may be stuck open.

You mean wastegate? If it was stuck open there would be no boost at all.
It's worth checking though, look on the top rear of the turbo and see if the lever is disconnected from the linkage rod.
kwikkordead, actually there would be about 50-60% of the normal boost still. the wastegate only dumps the exhaust from the right bank volute. the two banks are divided all the way into the turbine housing to the actual turbine wheel. the wastegate only dumps from the right side bank, and all the left side cylinder's exhaust goes through the turbine even with the wastegate open. that is why im thinking that it is just staying open, giving about 50% of the boost it should be. maybe a broken piston/spring in the actuator?
