I'm about ready to spring for a front end towbar, so's I can carry a (250 lb)scooter while I tow a trailer.

Are you talking about a front end receiver hitch?
If so take a look at this product. I put one on my Father In-laws Avalanche. works great.

I have been looking into these also. Some choices people have given me are the Bodiak receiver that mounts onto ur front tow hooks. Then there is the drawtite/hidden hitch type that u have to take off front bumper and lose ur factory foglights.(which u could probably relocate)
