Missing, skipping, surging 7.3 HELP

Heres the quick description
At idle it runs rough...more of a skipping than roughness
In overdrive at 1250 rpm and 47-50 mph, I get a surge. Kinda of like its starving for fuel. The truck runs fine and pulls good other than the skip.
What I have done:

Fuel filter
Oil and oil filter
ICP sensor
CPS...the black one
Stanadyne in the tank
Fuel bowl drained
Air filter
75,000 miles
No codes
I run a DP Tuner chip and it does not matter what setting I'm in.

The only thing I can compare this problem with is I have noticed that every time I change the fuel filter, it surges for a few miles afterwords which I can only assume is air working out of the system, but then it goes away and all is good.....this problem started before I changes the fuel filter so I know it is not that..


Any help on this is mucho appreciado!

If you can get someone to scan to see how the oil is being pumped, it might help. What sort of oil did you use? Could it be foaming too much?

Have you drained the water from the fuel line? Alot of water seems to be getting in the diesel from the refinery these days.
