I will make this simple, I am getting code 998 during a KOER test, " Engine Control Sysyem operating in failure mode and Effects Management (FMEM) programming strategy" Has my puter kicked the bucket? The truck runs but it will idel up and down one time about every 2 min or so and I get an intermitent miss above 3000 rpm occasionally. Also the colder the outside air temp. the harder it is to start. Any ideas?

Possible causes:
-- Open or short in harnesses (internal/external).
-- Solenoid damaged electrically.
Key off.
Disconnect transmission vehicle harness connector.
Key on, engine off.
Measure the voltage between VPWR, EPC PWR circuit at transmission vehicle harness connector and chassis/battery ground.
Is voltage greater than 10.5 volts?
What is the VPWR and EPC PWR circuit? So the test is at the tranny harness plug. The chassis/battery ground is a seperate test where I disconnect the negative and test from the negative terminal to the negative cable correct? I am not very good with the electrical end of testing. I appreciate the response.

And I can not seam to find the next step on:
Continuous DTC received during Key On Engine Off Self-Test.
I would check the Fuse or Fuse Link to your Keep Alive Power (Pin 1) of the EEC (PCM).
