God help me! I passed the damn emissions test!!! Having a cold beer right now. Anyhow, thanks to all for your help. Here's what I did:
* Timing at 5° BTDC
* Very lean fuel
* Replaced plugs & wires
* Checked everywhere for vacuum leaks (didn't find any)
* Replaced all my vacuum lines (only 3)
* New oil and filter
* Cleaned my K&N air filter
* Replaced the PCV valve
* Added one gallon of denatured alcohol ($9 bucks)
* High idle
Anyhow, I was following Matt's advice on the denatured alcohol and had just added it to the cab tank. Right before leaving for the emissions ordeal, I decided to check the group one more time. Here's was Matt's second posting on this issue:

Ohhhh nooooooooo... I thought. Having gone with Matt's first post which made perfect sense to me, off I went. The rest is history, the good kind. Thanks again Matt and all you other Ford guys.

Glad to hear you finally passed. I just got my first notice for the inspection in Illinois. Does anyone know the regulations of emission testing in Illionis? Do I actually have to take this test? Is my vehicle (1971 Ford F-100) old enough that I will receive a waiver because of old age? I appreciate all comments. Once again, Congrats!
I have Virginia Antique plates. Not only no emmissions test but no state inspection is required with these plates. No city sticker (local way of jabbing more money out of you in taxes) either.

Hey, F100NIGHTMARE, I was curious and looked up the Illinois vehicle emission inspections code. Here's the link:

Bottom line?
1967 and earlier are exempt. Some vehicles 25 years and older that qualify for "Antique" plates are exempt, too. There are other exceptions, but the abovementioned were the main ones.
