FYI
Ford part numbers- they will start with a number then a letter then other numbers and letters ex. 9C-654321. The first letter represents the year of the part.
C=1960
D=1970
E=1980
F=1990
and so on.
The first number that follows is the second part of the year. In the example above (6). this means 6, so the part is a 1966 part.
D-7= 1977 and so on. Make sense.
The way I have rememberd this is that the C-6 transmission was introduced in 1966, C-6.
I hope that some of you may find this useful.

Any Ford part numbers I've dealt with start with a LETTER followed by a NUMBER.......
Your decade/letter designations are correct, but I think you would typically see a part number like (from your example) C9-654321, which would indicate the 9th year of decade 'C' (whick is 1960) - thus its a 1969 part!
I'm definitely no expert on Ford part numbers, but this is what I've seen.
