I need to hook up some driving lights on my 2000 e-250. I noticed several fuse spaces open (no fuse) anyone know which are powered when ignition is ON only. Also can you access the back or some way of hooking into them (from the wheelchair I cant see good enough up under there to see)?

Usually the open spaces are dead. Driving lights draw enough current where they should be hooked up directly to the battery + with an external fuse and a relay. The switch in the interior just activates the relay, and should be powered from the lowbeam headlight wire. The last few times I was in Walmart, I noticed they sold a kit with the relay and the wiring. Here's a diagram.
The reason I suggested the lowbeam circuit is that's the way the factory wires them for legality reasons in certain areas of the country. If you do not have inspections, you can wire them to the key if you would like.
You can go to the store and get what they call a "fuse tap". It's a brass piece that hooks around the fuse after you pull it out, and after you put the fuse back in, it leaves a piece sticking out where you can slide on a crimp spade connector. You could use anything like the radio or blower motor fuse, since the light relay will draw little current.
