Had the same problem on a vehicle that had been sitting outside for 8 months.Try removing the screws that hold the points in place and clean the threads. They provide the path to ground. I would also check the voltage coming out of the ballast resistor. It may light a test lamp but might not be enough voltage. Also check to make sure the solenoid is sending 12 volts to the coil when the key is in the 'start' position (if you have a '4 post' solenoid, a large post on each end, and two small posts on top).
