BTW- welcom to FTE! I'm not real familiar with rust bullet but do know the process and other good products. You do need to get rid on layered rust (obviously layered rust protect rust underneath and possibly provides air pockets) and you really should grind down the rust some to make sure your down close to the root of it- not a ton of grinding but it is easier than using a wire brush anyway and you will be amazed at what you get off and how much is left. Then step 2:
Kill the rust with some ospho type chemical. I really like POR 15 and it has a 'metal prep' that kills the rust and etches metal that you ground down into so the special paint will work. Then degrease and put on the top coat of choice. Like I said I like POR 15 cause it describes the whole process and provides the product...I would not use a product that is too simple. Again, I'm not real familiar with rust bullet.
rust is cancer..it takes very, very aggressive treatment.
