Check to see if that belt could have damaged any wiring when it came off.

Was the backfire an intake or exhaust backfire?

Pull a plug wire to check for spark. Just back it out to see if you can hear the spark snap when it is cranked.

Where are you checking for fuel?, are you actually looking down the carb. and snapping the throttle or did you just check to see if the carb is getting fuel? The backfire could have blown something inside the carb.

Are you getting a big blue spark on your plugs or a gold colored one? If it's gold you could have a weak coil or bad ground connection somewhere.

Does the engine sound funny when you crank it? If so pull the dizzy cap and crank it and see if it turns! you may have broke the timing gears!

Other wise back to basics: spark, fuel and timing!
