have a problem with a 99 explorer xlt v6. the windshield wipers turn on whlie switched off. happens more when you use the turn signals, but also happens at random.

 

Sounds like a possible defective multi-purpose switch located at the end of your turn signal stalk. The switch operates the turn signals, emergency flashers, front washers and wipers so problems can be inter-related. Should cost about $50 - $60 at the dealer. Takes about half an hour to replace. Be sure to disconect your battery anytime you are working around the airbag. Accidental deployment could ruin your day.
