1999 intertia switch
Why do you think your Ranger needs more fuel? Have you done a fuel pressure test and confirmed low numbers? In any case, I doubt the fuel cut-off switch is your problem. Either the pump is getting 12v or it isn't.

Any opinions? If I was gonna end up spending $60+ on plug wires, I figured I'd might as well splurge and get some live wires.
If there is pressure at the rail (64psi +/- 8psi), next you have to make sure the injectors are firing. Hook up a 12v test lamp to the injector harnesses and look for a blinking light when cranking.
There are no better plug wires for your truck than Motorcraft brand. Check out one of FTE parts sponsers, you can get the Motorcrafts for a lot less than the dealer.
Look on page 132-133 of your owners manual for a pictorial. My manual shows it sorta on the kick pannel side as Rockledge described, but as I said above, mine is on the firewall just above the carpet line, about where your right foot rests when seated. The perfect place to get kiced by my sons size 12!!!! LOL
If the pump isn't running, try resetting the inertia switch & if it still isn't running, try "thumping" the fuel pump power relay, located in the under hood power distribution box & see if it'll wake up.
If not, try swapping it for another like relay, say the A/C relay, or one not needed to run the engine & see if it'll wake up!!!!
Once you get power through the fuel pump power relay & through the inertia switch, make sure it's getting to the pump through it's electrical connector & to a good ground.
You could call your local autoparts stores & see if any offer a code reader, or better yet, a scan tool, on their "loan-a-tool" program, then you could scan the computer & pull any trouble codes, as Bill suggested & read the fuel pressure as Rockledge suggested, all right from the scan tool.
If you can't get a code reader or scan tool on the program, then get a fuel pressure gauge & test for fuel pressure at the fuel rail & look for the numbers as posted by
Rockledge & check out a "noid" light to test the injectors harness for a pulse signal as he suggested.
If the pump runs, but you don't have fuel pressue, or low pressure, look to a clogged fuel filter, clogged pump pick up sock pre-filter, pinched fuel line, faulty pump, or pump fuel pressure regulator.
If you don't have a injector pulse at the harness connector. then check the computers output electrcal connector & see if the computer is outputting a injector pulse.
I agree with Rockledge, OEM wire set is the optimum way to go.
