It reduces the power to the gages by flashing the full system voltage on and off or "pulses" it. The result is about an average 5 volts. You can not measure the voltage with a voltmeter, only an oscilloscope. A voltmeter will indicate strange readings. The voltage regulator helps keep the gages operating properly no matter what the system voltage or temperature is.
The stock gages work well when the connections are cleaned up.

The device takes three connections. It is grounded thru the mounting tab which is a frequent failure point that causes all of the gages to read high. The input and output connections are thru snap connectors like a 9V battery. The device has nothing to do with the dash lights. The dash lights are powered thru a rheostat located on the headlight switch. Your aftermarket gages should have their own internal regulators or use their own sender units.
but see,im taking out my f600 gauges and ptuing in my stock ones after i do some up grades to them,i like the look better,but thats just me,so im wondering how i switch back,or goin back wards in alot of ppl's words
The stock gages just need ALL of the connections cleaned to work properly. Years of corrosion caused by the automotive environment degrade all of the connections and cause the gages to read wrong. You will need to clean and solder all of the wire connections in the harness and clean all of the flex circuit connections. After you have cleaned all of the connections coat them with silicone dielectric grease used for spark plugs and then re-assemble the connections. There are a number of threads in the 73-9 forum on cleaning the gage connections since the newer trucks have the same problems with age. The instrument panel wiring was designed to operate about 5 years or so and these trucks have gone far longer than that. If the plastic around the gages is brittle or the flex circuit is cracking they will need to be replaced. Watch out while working around the speedo, any dirt that gets in it can destroy it.
