Clockspring repaired - mostly
I decided to see what was up with the clock spring since I knew he wasn't going to spring $100 for a ... clock spring, and I couldn't break it any more than it was (no horn or cruise, and airbag light flashing)
I found that there are 5 conductors in there. So I went to an electrical parts store and picked up 4 feet of 10 conductor ribbon cable.
with some deft soldering the Aero now has horn and working cruise
, but the air bag still flashes.(maybe differance in resistance)
My FIL was estatic (I had borrowed the van for a couple of weeks he loved the suprise)
I don't know how long this patch job will last; a day, a month, years ???? only time will tell.
Oh, we chose to disconnect the airbag just in case it doesn't last.(picture airbag blowing up when he makes a turn ! )

It's possible the air bag system has other issues but it is now back in my inlaws hands.
I'll try to get my FIL to check the code ... he probably won't want to hook it up no matter what.
