I have an '03 Ranger Edge 44K 3.0 FF. The air bag flashes 4 the 7. I found the code description on this site (thanks). How do you fix it. Can I buy the part at the dealership and replace myself?

If the code is correct then you have a passenger pretensioner issue. I assume that that circuit is near the retractor for the passenger's seat belt. Could be as simple as a loose plug or shorted wire.
I haven't read any threads about that 47 (or 46) code. bobsevern replied to the other airbag thread you posted in saying that the delear had replaced his driver's side tensioner, so I assume he had the 46 code. I'd imagine that the tensioner would be a bolt on kind of thing, but maybe someone else knows for sure. If it were my truck, I'd pull off the plastic interior and take a look to see if I could get to the pretensioner or the connections.
I'll check the passenger side. This is the third time (since Dec ’03 when purchased) the light has come on. The other two times were for the driver’s side. This is frustrating at best.
From what I've read, those pretensioners are more of pain in the fanny than they are worth. They seem prone to setting off airbag lights and causing frustration for people trying to swap in different seats.
My '98 never had them and is doing just fine, and I feel fortunate for that.
