Dead on road 96 PSD
make sure your batteries are fully charged.
are you getting a wts light when you turn the key on.
Batteries are fully charged.
There is a wait to start light for 2-3 seconds and the relay buzzes on and off for 20-30 seconds at a time. It is also 80 degrees outside.
Ryan, just so you know, I tried to start it with the ICP unhooked, too like you suggested. Threw a code and did not start. Code was for ICP circuit out of range.
On and off it still throws codes for ICP and CPS. Right now if I crank it for 30 seconds til CEL light comes on it will sometimes have 0344, 1280, 0603. It does not even make pretend it wants to start. No smoke, nothing.
this is what i would do:
change oil
make sure hpop is full
make sure fuel bowl is full
check fuse 22
make sure you reconnected ipr wiring
make sure you connected cps wiring
is tach moving while cranking?
i would have a vehicle on standby for jump starting.
do you see white smoke while cranking?
can you plug in block heater before this attempt for a while?
is the voltage meter dropping a lot when key is turned on. (like going from 12 to 9) or is the movement little like maybe to 11?
could be just a bad gpr. try plugging in the block heater. i wish i was still down there buddy sorry ive got a ton of spare parts and software to scan that we could of tried.

do you know anyone with a psd? can you get them to come over and try there idm in your truck? and possibly the pcm? i would try idm first and try to start.

did you replace the ipr already?
can you pull a little brass plug from each rail and verify oil in each oil rail. (I AM TALKING THE SMALL ONES HERE...SIMILAR TO WHERE THE ICP SENSOR SCREWS INTO. ONE OF THOSE LITTLE HOLES..4 ON EACH SIDE.)??????????
things i am thinking could be wrong:
1.truck not hot enough in cylinder to fire the diesel. plug in block heater.
2. ipr
3. idm
4. pcm
5. cps (i know you said you replaced it. did you get it seated in the hole all the way?)
6. you have an injector that is stuck causing you to not be able to build hpo in the rail.
off to read about this whole adventure from the beginning.
is there any oil on the dipstick? how full or low is it?

I did not get to come up and see you because I am still dead on road 96 PSD. Been using the gasser for work. It's still going. Like the Eveready bunny.
Okay- Here's where I am. I did lots of stuff to the truck. I have lots of back-up parts. CPS, ICP, fuel pump(new one on), FPR cleaned screen and BB mod., fuel filter and oil and filter change, and quite clean engine top and valley. After doing all that and following several threads for the last two weeks, I think my problem is either IPR(o-ring or total unit), or HPOP. I am going to pull the IPR in a couple of days and see what I find. I bought a new one and I have it in my hand. I am thinking I might just switch the solenoid and try. If that doesn't work, I will switch the whole unit. If that doesn't work then I am going to try to get the stuff together to deadhead my HPOP and check it out on a 3000# gauge.
After I get it running again I am going to pull the turbo, do a 2" body lift, jack up the engine and pull the oil pan. I am hoping this will give me enough room to pull the pan without pulling the engine. Then I can get my dipstick flange out of the bottom of the pan and put it back where it belongs and reattach the oil pan. While I am there I am adding a EGT sender and wire. Then I will put on my new Bullydog downpipe and 4" exhaust(which way does the muffler go? Spiral cuts inside the pipe catching the flow of the exhaust?) Then I am going to get together the pipe for a Kwikfilter mod and the plumbing for a boost gauge and I will be done. Then I just need to reprogram with my Superchips 1705 which I got for the DTC reading capabilities and I should be super-stoked and super-stroked!!!!! This has been very frustrating and expensive. All this has been going on while I am changing out the E4OD tranny on my 1990 IDI 4X4 because it fried a week before my PSD died. My wife went away without me so I could stay home and make some headway on the trucks and at work. Several thousand dollars of unforeseen expenses. We will be coming to Seattle this summer or fall. Like to see you there. I will post back as soon as I try the new solenoid.
Now I'm waiting for the 2" body lift to arrive and soon I will do all the other stuff and have one nice truck with plenty of get up and go.
