Ethanol prices have spiked recently because MTBE has been eliminated from all domestic gas formulations and ethanol is being used in its place. There is also some market speculation driving the price up as demand is outstripping supply at the moment.
Mucho, mucho plants are being built in the Midwest. Construction is also starting to creep east and west. As demand spreads, the plants will be sited closer to "the pump". NY just started offering E85 on the Thruway (large toll road heading north out of NYC area) for example.
The feed stock for the ethanol plants is now almost entirely corn. Other stock, such as sugar cane (Brazil uses mostly sugar cane) can be used quite readily if locally available. Technology is being developed to use cellulosic feed stock (recylcled paper, wood chips, bark, etc.). This could be very cheap and provide the benefit of less landfill.
