Try disconnecting the flashers under the dash. and check for volt pulse at the ACC at fuse box. The disconnect the ground cable at the battery and then disconnect the harness at the voltage regulator, reconnect batter and check for pulse at the ACC at the fuse box. Did any of these stop the flashing?
Make sure you disconnect the ground cable when you reconnect the harness at the voltage regulator.
