Just finished, I'm happy to report the engine runs.
I took your advise, the harmonic balance wasn't true, when I'm on TDC on the compression stroke the "notch" on the pulley is off 90 degrees, it points directly to 6 o"clock low towards the ground. So I brought #1 up on the compression stroke and set the rotar facing #1 spark plug wire on the dist cap.
I think my problem was more than one issue.
The carb is 20 years young, rebuilt at 113,000 miles in Aug 2003, and 15 months ago the engine died.
The carb has 124,000 miles now,
I put 3 hours on the rebuilt engine today, changed the oil/filter.
Friday I'll check the timing and carb.
If a carb is needed should I rebuilt the motorcraft/carter 1bbl feedback or go for a rebuilt carb?

Install of the engine is complete, the timing is complete, I did it by ear after after following your instructions how to set the distributor.
The new long block sounds great, have about 5 hours of running at different speeds under load.
