Is the air filter clogged? Have you tried a new one?

I was test driving my PSD a few weeks ago right before I bought it. It had zero power. I swapped in the air filter from my Dad's PSD and it came to life.

Check the simple stuff first. How's the fuel filter?

Check the the silicone boots for the charge air system and clamps. If those are OK then you probably have a bad MAP sensor. The MAP sensor tells the ECM how much boost you are making. If it doesn't give a signal back tot he ECM, the ECM doesn't know how much fuel to add to the engine = low power, and no turbo spinny.

MY $.02: Having to drive all over town with a frozen turbo (well, the tax check hasn't arrived) my observations: It drives like a big block chevy, about ready to throw a rod. Not gutless, 'cuz it IS a huge engine, but it ain't that lovely rice rocket eating machine we've come to love. ALSO you get this really cool cloud of dense black anytime you go over 2000 rpm with the pedal buried. (Kwik would approve) Other than that it is just a normal truck, no computer codes thrown yet, But with better fuel mileage because you can't bury it in front of the NHP. I don't think his turbo is stuck.
