Another mirror question

I got a set of TT mirrors off ebay for my 99. They came off of a 2000 and are a great upgrade, telescoping and the smaller mirrors are adjustable. The question is that he drivers mirror folds both ways (toward the front and back) but the passenger mirror folds only back. Is this normal or were both suppose to fold both ways?

The guy I got them from said they came off the same truck.
