There's a body design change between those years so that part's personal choice. But mechanicially the 6.9 is the better engine. Not nearly as much worry about cavitation and broken valves.
Not that I wouldn't get the 7.3, in fact I did. Either one is better than the Power Stroke, (IMO), there's no computers and such to monkey with.
The 7.3 does require closer monitoring the SCA level than the 6.9 does.
I also think the overhaul potential of the 6.9 does give it more chances of a very long life.
As far as the first 300 thousand miles of engine life go, I think the engines are even other than the SCA level monitoring issue.
I am somewhat jaded of the overhaul potential of the 7.3 after I had a bad experience with a reman engine company 7.3 turbo product.
I went back to the 6.9 engine in my truck.
For what it is worth, the 87 should have a 6.9 in it also, but the glow plug control system should be the late model system that was used on the 7.3.

thanks the 87 has had a new motor put in it the 6.9 slung a rod and they found a wrecked truck with a 7.3 with 100000 miles and the changed it and the 86 i bought it because the 7.3 after i drove it it blew a lot of blue smoke when u get on it and the 6.9 runs really well and it was a little cheapr i give 2,000 and the 7.3 was 3000
