Engine whistle while cold

Engine whistle while cold
When I first start my truck and takeoff, I hear a whistle coming from the passenger side of the engine and it is sluggish. I have taken the turbo off and checked it and it seems tight. Once the engine is warm, it goes away. Anyone have any ideas.
