It is my understanding that any engine needs a rich mixture to start and to warm up. A richer mix helps start easier and run while the engine is cold. Remember it could be 100 degrees out and you can still have a cold engine. The choke helps create a temp rich condition by regulating airflow. Hot and cold has nothing to do with the air temp its mostly coolant.
