Holley electric choke question

I have a Motorcraft 4160 that is made by Holley it is 600cfm. It had a hot air choke I replaced it with a electric choke. The choke sets good but will not kick off of the last setting on the fast idle cam. I can push the fast idle cam down with my finger so it will idle at a normal 650rpm but if I push the throttle it will reset the fast idle cam on the lowest setting again. I can get it to drop off of the fast idle cam but I have to turn the choke cap clockwise about 1 inch past the idex marks which makes it hard to start when cold.

on the fast idle cam there is a screw you can back off or a tang you bend to get the right step down , for the correct cold idle

I did adjust the fast idle screw all the way out and had no luck should I bend it back a little?
