I've been reading other post about vacuum pumps and keep seeing the phrase "hard peddle". I have a soft peddle that pushes almost all the way to the floor. I pump the peddle two or three times to stop. The brake light is on most of the time. I pulled the hose off from the pump before the tee and have a little vacuum but not a whole lot. My question is can a soft peddle still mean a bad vacuum pump? (MC is full and brakes just replaced a few months ago)

no or low vacuum signal will give you a hard pedal. soft spongy pedal that needs to be pumped up usually means air in the brake lines. a pedal that slowly goes to the floor while on the pedal usually means a bad master cylinder
Since you did the brakes recently, try re adjustjng the rear brakes.
What is happening is the rears are not adjusted correctly now after seating, this requires the M/C to take up the slack of the brake cylinder/shoes. Might be wisest to take the rear drums off and check all is working correctly......who did the brakes.
Remember that the rear adjustment can be kept up by travelling in reverse and stepping hard on the brakes, then drive ahead and stop. Repeat as necessary....this will cause the adjusters to work and reset the brake shoes.
Also check the M/C fluid level and the electrical connection. The park brake should be cycled several times to ensure cable/pedal is returning or it will cause the light to stay on.
IF the brake warning light is on and you have a soft pedal you have air in the system someplace could have a bad master cylinder or a leak in a brake line check along the frame on the left side of the truck all the way back to the rear axle.
