Help Decyphering Code 96

I pulled the codes on my truck and got a code 96 (Fuel pump secondary circuit failure. The EEC did not sense battery voltage on the Fuel Pump Monitor circuit.) Can someone tell me what this means in plain english? Thanks.

Check the fuel pump relay. It is showing that the relay has pulled in, but not passing voltage. It could be faulty.

That should be on the firewall, right behind the driver's side fenderwell, in a little plastic box. The fuel relay, if it's the original, will be green.
