we have a problem with starting the van it seems that when the van is at operating temp if you shut it off and try to restart after a short time like five minutes or so it will not start it. when it does this it has to set for twenty minutes sometimes before it will restart, when it does start (finally) it runs great. this has only happened three times in the past week has anyone run into this or have any ideas? thanks.

I agree that is the most likely situation, but you can have it tested before replaceing it. Drive it to an auto parts store that does starter testing. Duplicate the conditions that cause the problem, and have them monitor it with their equipment.
I am sorry it was a bad description of the problem, my wife drives the van and she said you have to take care of this NOW!!! I got on here in a quick hurry and described the problem but left out some details. if you leave it over a length of time like an hour it starts alright, it is just trying to start it right back up like after filling up the fuel tank you shut it off for five minutes and try starting it back up, it does crank over fine but won't start, when it does start it runs nice, although today we stopped in at the inlaws to pick the boys up (had it shut off for about 15 minutes) and the van started but ran rough and the check engine light came on this time. could this possibly be the iac dirty and sticking?

Before anything, go get the Codes pulled at a Parts store that does it for free (Checker, Advance, ect) and come back with the codes. Otherwise it would just be a wild quess.
stopped in at advanced today and had the codes read there were two as follows;
DTC PO0171 system too lean (bank 1) ;
DTC PO0174 system too lean (bank 2)
that is all that it had they can not do any other test on it just retrieve the codes. like I said earlier in the post it tripped the code when it was running rough at startup the one time so I don't think that it is lean all the time just at start up like the egr or iac is sticking can someone with more ford experience clue me in.

Running lean on both banks is usually a sign of a vacuum leak either a blown vac hose or more commonly is the intake seals are leaking. EGR would not cause this, IAC might, but more likely a seal.
As for the no-start issue right after shutting down, it could be the Crankshaft Position sensor is on the way out. This symptom is a common sign for A SHO, but the theory applies the same accross the board for DIS.
