Your engine (coolant) is not reaching a high enough temperature. It could be a sensor fault (the temperature sending unit itself) or perhaps a thermostat that is stuck open. What the temperature gauge look like after it has had time to warm up? If it is not moving at all, it is likely the sensor. Otherwise it is likely the thermostat.
