They use photo editing software to resize it to get it down to 60x 60.

He's asking how come some people have avatars that are bigger than the 60X60 size limit. If you notice, there are a few users who have oversize avatars. It's not something we encourage. You can right-click on an avatar and select "properties" to see what the size is. I've come across one for example that is 73X100.
