I am a little confused on our FINE states smog laws.
If you can make you truck run better and look better and be equall or above the smog requrments,But it will not pass becuase it is not factory.
I put on crome valve covers and they told me to keep the one with the emission sticker.If I get a new sticker it will not matter

It wasn't the valve cover it was the sticker.Acording to smog techs "How would we know this is the right sticker" What's up with that. How would the know the old one is the right one.
This was the year I was suppost to be excempt from smog

I once had a CA smog tech fail my sons car because he stated that the EGR had been changed. We have had the car since new and it wasn't changed and he would not believe me. We ended up at the Ref station where the Ref told us if the guy would have read the specs for that car it had two differant styles they installed. Everything was fine by him.
Went back to the original guy because I can't let it go and demanded my Money back. He gave me a coupon for a free smog test. I did use it...
I keep a copy of what that Ref said in the glove box because I know so bonehead will tell me differant.

The problem is that the manufacturers test their cars (or Cal does) extensively - the test takes several days and covers a lot more than what is covered in the normal smog test.
Once everybody agrees that the new car meets ALL the smog requirements a test procedure is hammered out. This procedure is designed to show a equipment failure, or some one tampering with the stock set up. It does not redo the original test.
Who is to say that the modifications you do does not exceed the smog requirements under conditions not tested by the standard test?
I hate the smog laws, but they do have some logic in them (damn it).
As to the valve covers - I think you found a stupid technician who enjoys hassling people. I would take my original valve cover/sticker with me and find another shop. I would make sure they were willing to certify the truck using the old sticker before I paid them any money.

Conditions set that aren't tested/required by the standard test aren't applicable for any vehicle. Otherwise they'd be included into the smog test parameters. Yes CA requires manufactures to make their vehicles adhere to stricter standards than the current test standards are.
Your quote has no merit really. It doesn't matter if the mods don't meet non test required paramters or not.
My opinion is that if you don't exceed the allowable limits set in the current standard test you should be allowed to modify your car/truck/motorcycle/wtf ever however you want without some dip**** telling you you can't.
I don't hate the smog laws, I hate the fact that we can't pursue our own happiness by modifiying our rides without jumping through hoops, paying massive fines, or forfeiting them altogether due to dip****s who couldn't find their *** if they pulled their heads out of it

Without putting in all the numbers just for an example. If calf smog required a 3 and I did the modifacation <(spelling) I wanted and came in a 2,I would be below there requirments,So whats the problem? Oh I know Arnold Sworanidiot
