Code 52 - EGR Valve not controlling - huh?

Code 52 - EGR Valve not controlling - huh?
1990 F150/302/efi - she's running very rough, especially when I step on the gas to accelerate. Autozone pulled a code 52 which turned up "EGR not controlling".
I pulled the EGR, cleaned it and sucked on the vaccuumm nipple to confirm the valve opens & closes. I checked the vaccuum line with the end of my finger and it's not very strong. ???Should it be strong??? Do I need a vaccuum gage to check it with?
Also the EVR solednoid atop the EGR. Could that be "not controlling?. I don;t get it but the trucks running real rough.

Code 52 is the power steering pressure switch. It's probably not the source of the rough acceleration, though. I would clean the throttle body and run some fuel injector cleaner though a tank of gas and see if either of those things help.
