These smog referees are just like the people at the DMV, you don't get the same story from different employees. They just have their own personal guidelines that you have to adhere to and everyone else is wrong.
I just wouldn't put a sticker on it period. Just tell the mechanic it's what it used to be. If he wants to confirm it he can check out the VIN plate.

I suppose you should be happy that the smog referees in California are such butt heads. You Eastern guys get to breath the stuff coming out of my exhaust.
