It could also be a shorted wire in the system, or a bad ignition switch.
The first thing I would do is change the solonoid.
You can test it by removing the start wire from the solonoid, and hooking the battery back up. If it tries to start, then it's the solonoid, if it doesn't hook the start wire back up, if it tries to start, then it's possibly the ignition switch.
