Very Low Engine Vaccuum ????

I'm trying to 'work out the kinks' in my 429. I hooked up a vacuum guage to full vaccuum at the carburetor base plate, and I'm only running around 6 to 7 inches of vaccuum. It's rock-steady, but extremely low. The original carb has been replaced by a 650 double-pumper with mechanical secondaries. I know the usual thing to do would be to search for vaccuum leaks, but that's going to be difficult. I can take all of the vacuum hoses completely off of the carb base plate and it DOES NOT CHANGE the engine idle. Doesn't speed it up or slow it down. Can anyone point me in the right direction? Maybe a slipped timing chain or bad timing? Any help is appreciated.

Have you tried adjusting the timing to get higher vaccuum? Or is there a "radical" high lift/duration cam in the engine? Have you done a compression check? Could be a valve not seating or possibly the rings.
