If the zip tie in the second picture is factory...that's a disgrace.
The exposed wires are most likely the pass though wires to hook things up. There should be four of them, with the other ends under the dash to hook up foglights, etc.
This is inside the engine compartment of my new truck. first pic is bare wires hanging there, second pic is an 8" wire tie holding up an ignition part.

The 2nd pic...I am wondering what OEM part number the 8" wire tie has??? Looks like more might be needed over the life of the SD. (just kidding of course...) But, that is bad.
I'm going to look over my SD V10...and see what I can see...one just never knows.
Again....if the bare wires are on the driver's side by the firewall...they are not connected to anything. They are there for you to hook up other items (i did airhorns and foglights) that need to have wires run inside. This way, you need not fish wires through the firewall.
Inside the truck, behind the dash, those same wires are there to hook the other ends to.
Looks pretty normal to me. Matt is right, the bare wires are suppose to be there. They are for you Upfitter Switches. The zip tie is normal, factory equip.

Just want to clarify what I meant...by the "exposed" wire. I was referring to the wire that is visible in the wiring harness down to the right in the 1st picture. Not the 4 wires that are loose.
I must say the Zip tie is a sorry site to see! What a cheap way of doing things! The person who made the wiring harness go in a hurry and did not wrap all the wires correctly! (in a hurry)
Must be why I'm getting all these recalls on my truck, the wiring harness is rubbing in different areas of engine and shorting it out. Manufactures need to go back and put another layer of plastic tubing around wire looms to protect them from getting damaged. (like they used to do)
