Hey guys, how 'bout them Diamondbacks! Anyways I hope someone can help with this. My father n law has a 1975 half ton (f100/f150 not sure) with a 1979 351m. He's had it for about 13 years and it passes emissions every year with no problems. Now out of the blue, the emissions people are failing him because they say he needs an air pump. I've checked with some dealers and one said up to 1976 had it and the other dealer shows that the truck never had one. Both said the '79 engine never came with it. Does the engine have to conform to the emission standards for the year of the truck or does the truck have to conform to the standards of the year of the engine? This is an Arizona truck that was not manufactured in California. Any help with this is greatly appreciated! I just think this is weird since after 13 years they're just now bringing it up. Thank you very much for your time.
In North Carolina your truck must pass the year manufactored specks. I run older trucks, but but air pumps should be available at the parts houses. Have you tried NAPA?

I researched this a while ago for a engine swap I was considering (older engine into newer vehicle). I was told by a DMV type that federal law says that the emissions standards must be based on the year of manufacture of the vehicle (not individual components - like an engine).
It is kind of crazy/conflicting because they also talk about it being illegal to tamper with polution control devices. If this is the case you would not be able to do different year engine swaps unless they had the same pollution control devices installed in the same way.
The same person said that from a practical perspective as long as you can pass an emissions test (targeted for they year of manufacture of the vehicle) you would be all set. If you fail then the whole "tampering" thing could technically be brought up
If a "normal" person thinks about it... What should matter is whether you pass the standard not HOW you managed to pass the standard.

This is going to become a more common problem for us as the EPA tightens its emmision grip. Your vehicle must pass the emissions test for its year. This is where it gets good. Ford trucks had dual standards for its trucks. Some trucks were manufactured with air pumps/ catalytic converters and others weren't. If your fuel gauge says,"Unleaded fuel only" then you require a air pump and a cat. If your fuel gauge says nothing, other than empty and full, then your vehicle was manufactured with a resonator and no air pump. The unleaded fuel label was also at the fuel neck but, most of those labels are long gone. If you have replaced your motor with an older motor there is a form that can allow you a waiver and must be signed by an ASME certified mechanic but, I think its easier to pull teeth than deal with that. If you can prove your vehicle was designed to burn leaded gas then your good to go.

Thanks alot guys. This whole thing is just crazy. I agree, if a vehicle passes (with flying colors no less) emissions, then what difference does it make how. As long as it's running clean, what's the big deal! I went to the emssion testing station today and even their information contradicted itself. Basically I was told that for the last 13 years he was being passed but shouldn't have been. Oh well, next stop...the emission referee who supposedly has the final say. Thanks again. Isn't this site great?!
