Girlfriend has a 2003EB. It has the Ford remote start in it when she bought it. Remote start didn't work. When you press the start button on remote everything looks good for it to start but it doesn't crank. If I leave the key in the ignition it will start as expected. It does have the securilock kit to bypass the pats system. I downloaded the install manual and tried to program the pats section but it didn't help. Seems related to the securilock kit. Assume it worked at one time. Maybe the securilock module is bad or a wire is loose or could it be a programing issue? She only had one key with the car so we got another made. Need 2 keys to program the pats for the remote start anyway. It will start with the new key in the ignition with the remote start.
The 2003 has the pats system and requires the securilock kit so you can bypass the need for the key to be present to remote start the Explorer. Since the Explorer will remote start with the key in the ignition I'm focusing on the securilock kit as the possible issue. When I program the remote start pats the Explorer seems like it wants to get ready to start but it never cranks and then the theft light blinks fast.
Did you ever find a resolution to this problem? My wife's 2002 limited is doing the same thing. The first time it was a 5amp fuse, but this time all the fuses are good.
Never found out the problem but one day it started to work on its own without a key in the ignition. I had thought all along it was an issue with the PATS bypass system of the remote start and had plans to replace the module before next winter. Sorry.
I did another check on hood ****ch and all wiring under dash. What a mess considering it is a FORD product.
There must have been a loose connection somewhere, because like you, it started to work after I was done.

Not much room under the dash of the Explorer. The remote start box was hanging down and we just tied it up better and shortly after that it started working. I have the same kit and plan to install it in my 02 F250. Been mapping it out for months. I agree about the mess of wires. My F250 doesn't use PATS but I still have a lot of wires to connect.
