I was looking at an 84 F-250 Diesel with a 5 speed, but was wondering if the 6.9L Diesel was as good as the powerstroke? Also what is alot of miles for a diesel?

I guess that depends on what you mean by as good as.

The 6.9 is more dependable than a power stroke.
The life span will be about the same, 300 thousand plus is not out of the ordinary.
The 6.9 is not as powerful as the power stroke.
The 6.9 is cheaper to maintain than a power stroke.
You can work on a 6.9 with regular tools.
