On my '70 with 300 six that has been sitting a while, and is nearing getting back on the road when its running the lights pulsate and the aftermarket volt meter reads almost 15 volts-(nearing the RED ZONE),could this be my alternator or regulator ?? I'll have it checked as soon as I start driving it again, but just wondered,

I say it is that,I highly doubt it's the Alt.
You might want to clean up where the voltage reg attaches to the body.
A good Ground has probably turned into a less than good with minor rust or corrosion.
15 V, I gather you don't have an AMPS gauge on it.

No doubt, voltage regulator. Bad alternators don't create 15V. I had identical symptoms in my 78. A new voltage regulator made it all good. Clean ground is imperative.
