The glow plugs are only for starting.
Since the only source of ignition is the heat created by compressing the air, when the engine is at outside air temp degrees it is hard to raise the air temp to 494 F by compressing it one time.
Since the air is blown out the exhaust after one compression stroke and more cold air is drawn in the engine only gets one compression shot at making enough heat to ignite the diesel fuel

If you go to "User CP" to the left of the blue bar above and then click "edit signature" you can enter your truck info in the signature field. It makes it easier and faster to answer your questions.
If you hold your mouse pointer over the "Signature" to the right of the grey header in my post you can see what I mean.
on my 93 7.3 na i had a push button if it was 70 degrees or moree i didnt need to cycle the plugs it would fire right up below 70 it took some cranking below 60 it would not start with out cycling the plugs
flamenco, I believe your controller is the same as my 90. There is a white wire on one of the terminals on the gp relay. Take it off and tape it up. Run another wire from that terminal to a push button switch and then to good ground. You are completing the ground to make the relay work. I hold mine for about 8-10 seconds when it is cold. I usually don't have to use the gps after the first time in the morning. In the summer I usually don't have to use them at all.
