I have noticed that almost all 78/79 broncos that have two tone paint, have a sticker or something on the side of the hood and right below the door window above the chrome trim. Is this a sticker or is it painted on. If it is a sticker where can I get new ones? If it is painted is ther a masking template?

You may be referring to the red "XLT" badge. That would be because the 2-tone was a standard feature on the Bronco XLT's in '78 & '79.
These were plastic emblems stuck on the truck with 2-sided tape. They are about 1"x3" & 1/4" thick.
