It's primer... and it's epoxy. I'm not sure what to do next. Little experience and absolutely no money per the wifey until next year.

Robert...are you going to use the original front suspension? If so I would completely disassemble it and start the clean up. Make a list of everything that needs replaced, so when funds are available your ready. If going to IRS, start removing the suspension and clean up the frame. Same for the rear. There's a ton of work on the frame that doesn't cost a thing, besides, next year is almost here!
Next step with a light budget: remove all the suspension parts, dissassemble the springs, clean off any paint, and rust on the leaves, add plastic spacers between leaves, replace bushings in the eyes, and any worn parts. While the front axle is out check the kingpins for wear and replace as necessary. Replace tie rod ends (too cheap not to for safety). Check steering box for slop if not replacing. Order a catalog from every supplier on Earl's list so you can make a shopping list. Sit on box in center of frame, hold steering wheel and make vroom vroom noises! (go ahead, we all do it!)
