There is a port on the underside of the electric hook up for the choke, that has vacuum to it while the engine is running. The port is threaded like something would screw onto it. Does anyone know if there should be a line installed onto it? If so, where?

sleeve?
If so this is usually attached to a heated tube that sits in a well on the intake manifold,then runs to a vacuum connection.
With an electric choke coil *hooked up* you don't need *heated vacuum* to shut the choke off.
It's fine the way it is.
