this is 1990 ford e-150 5.0 302 this has the speed controls on the horn pad does this have to with the turn signal assembly im just gues or does haved with the speed control amplifier all this stuff bult in to the horn relay and relay is good am not getting no curent

THE HORN AND CRUISE ARE TIED TOGETHER BUT STILL I CAN GET NO 12VS
TO THE STEERING WHEEL WOULD THE TURN SIGNAL ASSMBLY WOULD HAVE
SOMTHING DO WITH IT OR NOT I NOW THE HORN WORKS
BUT IT WONT WORK FROM THE HORN BUTTON
The turn signal switch shouldn't effect it. It sounds like you have a bad connection in the connector on the steering column. If that's not it check all your fuses and relays.
If your '90 is wired the same way as mine '93 and the horn isn't working, but the cruisecontrol is working fine, then you have to check the small circuit of the horn relay (the switched side) and the horn it self.
Because the cruisecontrol get his current thru the coil of the horn relay, 4 of the 5 functions use this current.
Is the cruisecontrol also down, then check the voltage at both sides of the relay coil, this should be about your battery voltage, if this is the case check the same wire at the steering wheel on both sides of the clockspring (the clockspring could be broken).
In fact, as long as you have current on this wire, it's ok, if you don't, start searching from the last point you had.

what is a clockspring you are right the speed contral is
in with the horn i went down to advance auto parts store
i put a new relay in but now the horn works but when you press down on
speed control button the horn blows could be because i put a horn relay

The clockspring is the connecting part between the steering column and the steering wheel, it's a kind of flatcable wound up like a clockspring.
I don't know if the '90 model has one, the '92 and up models do.
If the horn does work again with the horn buttons but also with the cruise control buttons, i guess the resistor of the new horn relay coil is not within specs.
Because the coil is in serial with the cruise control functions, the balans beteen these is not good anymore.
Swap the relais with another original one in the fusebox, this has to solve the problem, otherwise there is a bad connection or so.
