All 6.0's have a block heater. What might be missing is the cord. Check behind the passenger side fog light, it would be zip tied there. If no can find get one from the dealer and install it yourself or let them do it. I also put an adhesive electric oil pan heater spliced into the block heater cord and my baby purrs in the morning, it was 1*F this morning in Philly.

Turn your wheels all the way to the left and put your head inside the wheel well area behind the right front tire. Look at the side of the block and you will see the block heater pressed in like a freeze plug. If there is no cord attached to the plug on the heater, then you will need to purchase one either at Ford, or I have heard you can also get one cheaper at the International Dealership.
Not all of the 6.0's from 2005 on have the cord. It was an option after 2005, and only standard in what Ford considers "cold climates". If the dealer didn't order with it, it didn't come with it.
