FUEL GAUGE DON"T WORK
Instrument cluster Voltage regulator which is attached to the back of the Instrument cluster.
Go to the temperature sender and with a test light and the key in the ON position check for PULSE current.
If there is pulse current ,the VR is working.
NOW, Go to where the fuel sending unit is mounted to the fuel tank and check the connection there for a PULSE current.
If there isn't a Pulse current ,there is a wiring problem.
To check if the gauge is working close the circuit of the fuel wiring with 12V *NOTE: Make sure you have a helper to avoid the 12V being hooked up TOO LONG. The fuel gauge should be PINNED.
Clean up the connection to the sending unit or replace it if cleaning doesn't work.
Also,If the gauge doesn't pin to max> The gauge is bad.
